How Norway buys defence drones

We hold 30 contracts, tenders and notices with Norway as the buyer. For the armed forces, the tenders come from the Norwegian Defence Materiel Agency (NDMA, Forsvarsmateriell) and the Norwegian Defence Logistics Organisation. Police drones are bought by Norwegian Police Shared Services.

If you want to sell drones to the Norwegian Armed Forces, start with the dynamic purchasing system for drone systems run by the Defence Logistics Organisation. A supplier applies to join it once and then competes for each order placed inside it, so being admitted comes before any order is published. NDMA has pointed suppliers to the same system when it consulted the market.

Larger procurements from NDMA have started with a request for information, then a prequalification round before the tender, and requirements have changed between rounds. A supplier that answers the request for information is seen before the tender is written, and should read the requirements of each round rather than rely on the last one.

At the other end of the scale, Norway set out to buy long-range maritime surveillance drones to be based at Andøya, but the government dropped the purchase and the Storting's foreign affairs and defence committee agreed.
