NATO's JISR (Joint Intelligence, Surveillance and Reconnaissance) program aims to support the coordinated collection, processing, sharing, and dissemination of ISR material across the Alliance, enhancing strategic preparedness and operational success through the NATO ISR Force (NISRF), which includes a fleet of five RQ-4D 'Phoenix' drones for autonomous ground surveillance. The program is operational, with NISRF conducting missions from its main base in Sigonella, Italy, integrating data from AGS drones, AWACS, and Allied assets to produce high-value intelligence for NATO leadership. From a defense-intelligence perspective, it provides critical, weather-independent ISR capabilities, enabling rapid targeting, fused intelligence products, and interoperability essential for joint operations against dynamic threats.
