Italian P.2HH Program

The Italian P.2HH Hammerhead program aims to develop and procure a medium-altitude long-endurance (MALE) unmanned aerial system (UAS) based on the Piaggio P.180 Avanti for surveillance, border patrol, disaster relief, and military intelligence roles, offering up to 30 hours endurance and 330 knots speed. In March 2018, Italy's Ministry of Defence requested parliamentary approval for 20 P.2HH drones and 10 control stations at a total cost of €766 million, with annual funding planned until completion in 2032, but the program was suspended following the 2018 election. As of late 2024, Piaggio Aerospace was acquired by Turkey's Baykar, potentially impacting future development, while the program remains in procurement/development limbo without confirmed initial operating capability; strategically, it serves as a gap-filler for Italy's ISR needs ahead of EuroMALE, enhancing national sovereignty in UAS capabilities from a defense-intelligence view.
