Russia's Unmanned Systems Forces (USF) is a new military branch established under President Vladimir Putin's directive in December 2024 to consolidate and institutionalize drone warfare across the Russian Armed Forces. The branch was announced by Defense Minister Andrei Belousov on December 16, 2024, as a direct response to operational lessons learned during the Ukraine conflict, where unmanned systems have become central to Russian military tactics. The USF's primary purpose is to oversee the production, operation, testing, and strategic deployment of aerial, ground, and maritime drones while establishing coherent command structures, procurement pipelines, and training programs for unmanned warfare. This represents a strategic shift from treating drones as support assets to viewing them as primary instruments of warfare. The USF is already fully operational despite ongoing organizational development. As of mid-2025, the branch has established its command structure with Colonel Sergey Ishtuganov appointed as deputy commander, created military administration units at all levels, and formed operational regiments within Russia's military districts, including the Central Military District's 7th Regiment established in 2024. The initial completion timeline was set for the third quarter of 2025, with the force expected to comprise 277 military units and sub-units by 2030. In January 2026, the Russian Defense Ministry launched a recruitment campaign through its Telegram channel to expand the USF's personnel, replacing combat losses and creating new drone formations. Russia has simultaneously codified new drone-related military occupational specialties and plans to open a dedicated military academy in the Moscow region in 2027 to train USF officers. The strategic significance of the USF lies in Russia's effort to achieve technological asymmetry by leveraging unmanned systems, artificial intelligence, and robotics to offset adversary advantages in manpower and conventional forces. The force encompasses various platforms ranging from commercial quadcopters retrofitted for reconnaissance to advanced loitering munitions integrated at the battalion level, reflecting adaptations from years of combat experience in Ukraine. This institutionalization of drone warfare reflects Moscow's recognition that unmanned systems have fundamentally transformed contemporary conflict, with the protracted Ukraine war serving as a proving ground for tactical and operational innovations that directly informed the USF's creation.
