The Serviciul de Protecție și Pază (SPP) is Romania's state protection and guard service, established under Law 191/1998 to protect Romanian and foreign dignitaries, their families and close relatives, and the objectives assigned to it. "UM 0149" is the military-unit designation it uses as a contracting authority in Romanian public procurement.
