The Executive Agency for Fisheries and Aquaculture (IARA) is the Bulgarian government body under the Ministry of Agriculture that regulates fishing and aquaculture. It issues commercial fishing permits, registers vessels, aquaculture facilities and fish-trading centres, licenses recreational and scientific fishing, and enforces fisheries control and equipment marking. Its fisheries-control and inspection mandate is the plausible reason it appears alongside maritime surveillance and drone procurement, but it is a civil regulator, not a defence body.
