Poland's SAN programme puts PGZ, Kongsberg and Advanced Protection Systems into an 18-battery counter-drone project. Denmark has bought Skyranger turrets while giving Terma responsibility for integrating its Army air defence. In the Netherlands, a Skyranger order will bring production and assembly work to Ede. The practical shape of Europe's counter-drone build-up is emerging through these national contracts. Governments are buying weapons together with arrangements for control systems, integration, production and support. Those arrangements determine which companies become central to a programme long after its initial equipment selection.
For suppliers, this creates a market with several points of influence. A ministry selects the capability, a prime contractor delivers an agreed package, and an integrator connects it to the customer's wider defence system. Understanding the division of responsibility is essential to finding a credible role.
European ambition, national purchasing decisions
The European Commission's October 2025 Readiness Roadmap targets initial capacity for the European Drone Defence Initiative and Eastern Flank Watch by the end of 2026. The subsequent targets are a fully functional Drone Defence Initiative by the end of 2027 and a functional Eastern Flank Watch by the end of 2028. Commission roadmap.
The national purchases sit within a broader European security effort, with several different institutional connections. Poland's defence ministry identifies SAFE, the EU defence loan instrument, as a source of financing for SAN. The Dutch Skyranger award is explicitly recorded as not financed with EU funds. There is therefore no single purchasing route behind the drone wall label. Skyranger purchases in Germany, Denmark and the Netherlands form one part of this wider counter-drone build-up.
That leaves considerable importance with national industrial relationships. A shared European objective can support demand, but the customer still needs equipment that fits its vehicles, communications, training and maintenance arrangements. The companies responsible for those connections have a substantial role in delivering the purchase.
Poland: the control system is central to SAN
The Polish Armaments Agency signed the SAN agreement on 30 January 2026. PGZ leads the consortium, with Kongsberg as its partner and Advanced Protection Systems (APS) as a key subcontractor. The programme covers 18 battery modules. Ministry announcement.
Kongsberg's share of the contract is worth about NOK 16 billion, according to the company. APS is responsible for the tailored command-and-control architecture that will connect the sensors and weapons with Polish air defence. Kongsberg announcement.
This gives SAN an industrial structure that extends beyond its best-known international supplier. Kongsberg has a substantial equipment role, PGZ leads the consortium, and APS supplies the architecture through which the system's components will work together. A potential subsystem supplier must fit into that structure and the responsibilities already allocated within it.
The commercial importance of the control layer is easy to underestimate when attention centres on weapons. A sensor or interceptor has to contribute to the complete battery. Its usefulness depends partly on how it exchanges information and operates alongside the other components. The relevant relationship is therefore with the company responsible for the particular work package, as well as with the end customer.
Poland is also seeking early deliveries. In an interview reported by Defence24 on 13 August 2026, deputy defence minister Cezary Tomczyk said there was a high probability of three complete batteries arriving by year-end, against an original expectation of one. That forecast makes the first battery handovers an important near-term milestone for SAN. Defence24 interview report.
Germany: moving from testing to series delivery
Germany's initial Skyranger 30 contract, announced in February 2024, covered one prototype and 18 production vehicles, with an option for another 30 systems. Original order announcement.

Rheinmetall handed the verification vehicle to the Bundeswehr in late January 2025 for the approval process. The company then scheduled series deliveries mainly for 2027 and early 2028. Denmark: Terma's role extends beyond the turret purchase
Denmark ordered 16 Skyranger 30 turrets in 2024. Rheinmetall's announcement scheduled a prototype for late 2026 and serial turrets for 2027 and 2028. Danish order announcement.
The complete Army air-defence system has a separate integration arrangement. Denmark's procurement agency, FMI, buys several components through existing agreements, while Terma brings them together. Where required components are unavailable through those agreements, Terma can procure them and must run competitions. The arrangement also covers maintenance over the system's expected 30-year life. This is a consequential division of work. Rheinmetall's turret order is one part of a wider acquisition in which the buyer and integrator retain responsibility for other elements. A supplier of a component outside FMI's existing agreements may face a purchasing process led by Terma. Access depends on the package and its procurement stage.
The maintenance term also changes the commercial perspective. Integration responsibility reaches beyond making the initial equipment work together. It creates a continuing relationship around the complete system's support. A company assessing its position in the programme should consider that longer relationship alongside the initial delivery.
Germany, Denmark and the Netherlands have all selected the Skyranger 30 family. Their purchases show how common equipment can sit within different national industrial arrangements. The manufacturer's role is substantial in each case, but the surrounding delivery responsibilities vary. Product selection alone does not explain the full supplier structure.
The Netherlands: production moves into Ede
The Dutch Skyranger contract was signed on 11 December 2025. It includes mobile weapon platforms, static systems and training simulators. Rheinmetall in Switzerland is to build the first three prototypes, after which the Dutch operation in Ede will play a substantial part in production and assembly. Dutch ministry announcement.
The buyer awarded the contract directly to Rheinmetall Air Defence AG, citing technical integration requirements. The award notice describes a contract rather than a framework agreement. TED award notice.
Rheinmetall schedules first deliveries for late 2028, with completion in 2029. Its disclosed order value is in the high hundreds of millions of euros, covering a two-digit number of systems together with integration, training and logistics. Supplier announcement.
Ede's production role gives the programme a domestic industrial base beyond the imported prototypes. For companies interested in participating, the relevant questions concern the production and support responsibilities within that structure. A delivery programme stretching into 2029 provides a planning horizon, but does not mean its subcontract packages remain unallocated.
The Dutch purchase also illustrates how much is decided when the prime contract is signed. The buyer has already selected a supplier and included several supporting activities in the agreement. Companies approaching the programme later need a proposition that fits the delivery structure already chosen.
Procurement reaches beyond individual systems

Romania is buying air defence within a much broader equipment programme. According to Rheinmetall's June 2026 announcements, a EUR 5.7 billion package covers combat vehicles, ammunition and vessels as well as air defence, including 24 Skyranger 35 systems and seven Skynex systems. The Baltic states are pursuing European support alongside their national defence priorities. In a joint statement in March 2026, their defence ministers described an application for EU funding and referred to both the European Drone Defence Initiative and Eastern Flank Watch. These broader programmes make the industrial picture more complex than a series of standalone equipment sales. Air defence can be purchased through a dedicated counter-drone consortium, integrated into an Army capability, or included in a wider defence package. Each approach creates its own contracting relationships and delivery obligations.
The supplier relationship matters after the award
The national contracts put different companies at the centre of delivery. In Poland, the relevant structure combines PGZ's consortium leadership, Kongsberg's equipment and APS's control architecture. Denmark gives Terma a defined integration and purchasing role. The Netherlands combines Swiss prototype manufacture with subsequent work in Ede.
For commercial teams, those relationships deserve as much attention as the headline equipment choice. A strong technical product still needs a place in the customer's programme, with a clear delivery responsibility and a purchasing decision that remains open.
The most useful procurement signals will be specific: an exercised option, a component competition, a production package or a support requirement. They identify where a company can act. Delivery announcements will matter for a different reason, showing how the signed programmes are progressing towards service.
Europe's counter-drone orders already involve more than choosing a weapon. Control systems, national integration and support are part of the purchase. Suppliers that understand who is responsible for that work will be better placed to pursue it.
