Unmanned aerial vehicle for Wrocław University of Science and Technology

SZP/243-164/2026 Delivery of an unmanned aerial vehicle as part of the project "Public Safety Technology Center", contract no. FEDS.01.01-IZ.00-0003/24, implemented by Wrocław University of Science and Technology.

1. The subject of the order is the delivery of an unmanned aerial vehicle as part of the project "Public Safety Technology Center", contract no. FEDS.01.01-IZ.00-0003/24, implemented by Wrocław University of Science and Technology. All costs related to the performance of the subject of the contract, including delivery, insurance, and risk, shall be borne by the Contractor. The Contracting Authority declares that the subject of this contract has been co-financed by European Funds for Lower Silesia 2021 – 2027, Priority 1 European Funds for an Entrepreneurial Lower Silesia. Measure 1.1. Development of scientific units, Type 1.1.A Investments in the development of public research infrastructure. 2. Place of delivery: Wrocław University of Science and Technology, ul. Na Grobli 15, 50-421 Wrocław, building L-1, room 090. 3. A detailed description of the subject of the order is provided in Annex No. 3 to the SWZ - OPZ. 4. The detailed scope of performance of the subject of the order, which constitutes the proposed provisions of the public procurement contract, is contained in the contract template, which constitutes Annex No. 2 to the SWZ. 5. The delivered subject of the order must be factory new, not exhibited, complete and technically sound. The term "factory new" means the subject of the order originally packaged, unused before the date of delivery, excluding use necessary to perform a test of its proper operation after manufacturing. The subject of the order must be free from any physical and legal defects and third-party claims. 6. The delivered subject of the order must come from an official distribution channel of the manufacturer that does not exclude distribution to the European Union market and ensures the fulfillment of warranty rights. 7. The offered subject of the order, by the deadline for submitting Offers, must not be designated by the manufacturer for withdrawal from production or sale (End of Life, End of Support, End of Sale). 8. Delivery completion date: up to 2 months from the date of concluding the contract. 9. In accordance with art. 257 of the Public Procurement Law, the Contracting Authority foresees the possibility of canceling the present procedure if the funds that the Contracting Authority intended to allocate to finance all or part of the order have not been granted to it. 10. The Contracting Authority foresees the application of the so-called reversed procedure, referred to in art. 139 sec. 1 of the Public Procurement Law, i.e., the Contracting Authority will first examine and evaluate the offers, and then perform the subjective qualification of the Contractor whose offer was rated highest, in terms of the absence of grounds for exclusion and meeting the conditions for participation in the procedure. 11. The Contractor is bound by the offer from the date of expiry of the deadline for submitting offers for no longer than 90 days, i.e., until 12.09.2026. 12. The offer must consist of: 12.1. the Contractor's offer form – an interactive form available on the e-Procurement Platform, indicating in particular the offer price for the entire subject of the order) 12.2. the statement referred to in chapter VII point 1 of the SWZ - JEDZ - an interactive form available on the e-Procurement Platform 12.3. the statement referred to in chapter VII point 1a of the SWZ - (as appropriate) Statements attached as no. 5.1 and 5.2 to the SWZ; 12.4. (if applicable) the commitment of the entity making resources available, referred to in chapter VII point 6 of the SWZ; 12.5. (if applicable) demonstration of the reservation of information constituting a business secret in accordance with chapter X point 6; 12.6. document(s) from which the right to sign the Offer results, i.e., in order to confirm that the person acting on behalf of the Contractor is authorized to represent it, the Contracting Authority requires from the contractor an excerpt or information from the National Court Register, the Central Register and Information on Economic Activity or another relevant register 12.7. (if applicable) Statement of contractors jointly applying for the order - in accordance with art. 117 sec. 4 of the Public Procurement Law. 12.8. objective evidence in accordance with point 13 of chapter II. SWZ regarding an equivalent offer (if applicable). 12.9. Annex No. 3 to the SWZ OPZ - description of the offered subject of the order (technical specification) together with the Remuneration Specification – confirming that the Contractor meets the Contracting Authority's requirements (together with any Information for Contractors) The Contractor submits with the Offer a duly completed and signed: Annex No. 3 to the SWZ The Contracting Authority considers the parameters offered by the Contractor, indicated by the Contractor in Annex 3 to the SWZ OPZ, as the objective evidence. 13. Contractors who are not subject to exclusion on the principles set out in Chapter VI of the SWZ and who meet the conditions for participation in the procedure specified by the Contracting Authority may apply for the award of the contract. 14. Contractors who meet the conditions regarding: 14.1. capacity to conduct business The Contracting Authority does not set a condition in this regard. 14.2. authorizations to conduct specific business or professional activity, if this results from separate regulations The Contracting Authority does not set a condition in this regard. 14.3. economic or financial situation The Contracting Authority does not set a condition in this regard. 14.4. technical or professional capacity The Contracting Authority sets a condition in this regard. The Contracting Authority will consider the condition met if the Contractor demonstrates that it has duly completed, in the last three years before the deadline for submitting offers (and if the period of activity is shorter – during that period), at least one order (contract) consisting of the delivery of a multi-rotor type unmanned flying system with measuring sensors with a value of at least PLN 200,000.00 gross.
