Largo project acquisition and development of a drone for civil security missions

1.1. Context - Subject of the contract Studies on the consequences induced by climate change clearly indicate that Corsica will be affected by an increase in meteorological phenomena. Emergency services risk then being confronted with a resurgence of interventions currently considered exceptional, which should become widespread in the coming decades. Considering this new situation, the Haute-Corse fire and rescue service wishes to lead an innovation project to develop new means of action to respond to some of tomorrow's new operational challenges. We believe that drones could respond to some of these new problems and we wish to design, develop and implement aircraft with high carrying capacity (several hundred kilos). The stated objective is that these drones can ultimately carry out support missions that until now required the use of a helicopter, the aim not being to do without this essential aerial vector, but on the contrary, to reserve its use for more noble missions (treatment of fire starts, personnel drop-off, protection of sensitive points, rescues, etc.). Thus, this consultation concerns an innovation partnership within the meaning of article L.2172-3 of the public procurement code, successively comprising research and development services as well as the subsequent acquisition of a drone which can, in addition to carrying out the classic missions assigned to drones (image retransmission in the visible and infrared spectrum, surveillance, hot spot detection, etc.), ultimately carry a payload of 350 kg for 20 minutes of flight. This solution defined above is not currently available on the market. At this stage of the project, the contracting authority has drawn up specifications, which will be communicated later to the admitted economic operators.
