The National Research Council of Canada's (NRC) Centre for Drone Innovation, part of the Drone and Flight Autonomy Laboratory, has a requirement for the supply of one (1) ground-based detect-and-avoid (DAA) radar system for Beyond Visual Line of Sight (BVLOS) remotely piloted aircraft system (RPAS) operations, the Sparrowhawk DAA radar, including the radar unit, processing unit, laptop, ADS-B receiver and cabling, airspace management software, remote customer support, software updates, custom transport cases including a tripod, and manufacturer-provided mobile system training. The system will provide persistent, 360-degree ground-based airspace surveillance to detect and track cooperative and non-cooperative airborne traffic, ranging from mini RPAS to manned aircraft, and will deliver real-time track data to remote pilots and ground control stations in support of safe, scalable BVLOS RPAS missions across NRC's fleet, without requiring aircraft-specific modifications to each RPAS platform. The system must support radar and ADS-B sensor fusion, fixed or transportable deployment, and operation as a standalone system or as part of a networked DAA architecture, and must be a Transport Canada pre-validated declaration (PVD) system under Canadian Aviation Regulations (CARs) Standard 922.10 for BVLOS operations. The system must store all data on premises, under NRC control, without requiring an internet connection or cloud infrastructure. The requirement includes manufacturer-provided use and maintenance training, technical support and spare parts, with a minimum twelve (12) month warranty. Delivery of the complete system is required to NRC, Ottawa, Ontario, within sixteen (16) weeks of contract award.
