1. This public procurement procedure is conducted in accordance with the provisions of the Act of September 11, 2019, Public Procurement Law (i.e., Journal of Laws of 2024, item 1320), hereinafter referred to as the PPL Act, in an open tender procedure pursuant to Article 129 para. 1 point 1 in conjunction with Article 129 para. 2 and Article 132-139 of the PPL Act. 2. The Contracting Authority foresees the possibility of prior evaluation of offers, in accordance with Article 139 para. 1 of the Act. In such a case, the Contracting Authority will first examine and evaluate the offers, and then perform the subjective qualification of the Contractor whose offer was rated highest, in terms of the absence of grounds for exclusion and meeting the conditions for participation in the procedure. The Contracting Authority applies the procedure specified in Article 139 para. 2 of the PPL Act. The Contractor is not obliged to submit the statement referred to in Article 125 para. 1 together with the offer; the Contracting Authority has provided in the SWZ for the possibility of requesting this statement only from the contractor whose offer was rated highest. 3. In the public procurement procedure, communication between the Contracting Authority and contractors takes place using the e-Procurement Platform, which is available at https://ezamowienia.gov.pl. 4. A Contractor intending to participate in the public procurement procedure must have a "Contractor" entity account on the e-Procurement Platform. 3. Viewing and downloading the public content of the procedure documentation does not require having an account on the e-Procurement Platform or logging in. 5. In all correspondence related to this procedure, the Contracting Authority and Contractors shall use the procedure number. 6.
