The purpose of this tender is to reach an Agreement with a single Contractor. This Contract will be awarded to the Bidder who submits the Most Economically Advantageous Tender (MEAT), which is the Tender with the Best Price-Quality Ratio (BPQR). For the design and execution of the Project "Realization of North Sea Port Headquarters," the Client is looking for a suitable partner. After the award, a Design-Build Team phase will first be completed with this partner to arrive at a definitive design. The Contractor will then be the first and only party allowed to submit a Price Offer based on this definitive design. If the parties reach an agreement on this, they will enter into a contract for the further execution in the Implementation Phase under the terms of the UAV-GC 2025.
